Procurement
In 2021, the State of Minnesota purchased $13.7 million in sustainable products and services measured by third party certifications and other criteria. This was a decrease from 2020 by $1.7 million; however, the overall spend in these contract categories decreased by 42% as reported by the Pollution Control Agency. With the decreased spend, our percent of sustainable spend rose to 36% in 2021.
Goal
25% of total spend on priority contracts are sustainable purchase by 2025.
Accomplishments
The Office of State Procurement is making it easier and more cost-effective to find sustainable options. OSP has developed umbrella contracts for which everything under the contract has a third-party certification.
Umbrella contracts include items like computers, monitors, dish and laundry detergents, furniture, and carpet. There are also umbrella contracts for contracting with vendors to install onsite solar or conduct retrocommissioning studies.
Barriers
Several product categories included in priority contracts, like network services, do not have third-party sustainability standards.
The state’s procurement software system can’t indicate if an item has a more sustainable option available, making it hard for staff to make a more sustainable purchase.
